Family Support: Guidelines for Funds



Family Support is provided by funds distributed by the State of West Virginia through the Department of Health and Human Resources Bureau of Behavioral Health and Health Facilities. The funds are distributed by an Advisory Council with representatives of Mercer, McDowell, and Wyoming Counties. The Council meets monthly. Each grant is considered separately based on the individual circumstances of each applicant. Below are general guidelines. Receipts must be provided for all items purchased.

  1. There are no age limits.
  2. There are no income limitations.
  3. Funds are for developmentally disabled dependents living with their natural families.
  4. Services from Southern Highlands are not required to receive funds.
  5. Proof of developmental delay is required. Receipients of the birth to three program must provide page 6 of the IFSP and written reports.
  6. All other funding sources must be attempted first. Proof of denial will allow the application to be processed faster.
  7. Utilities will be limited to two times per year not to exceed $1,000. A denial from LIEAP and/or another agency will be required.
  8. Respite/Day Care will be for a maximum of $500 per month.
  9. For major appliances, the Council will pay for standard features only. A comparison of local costs will be made prior to the decision on the amount to be distributed.
  10. Clothing allowance will be provided only two times per year up to a maximum of $200 per year. Physician progress notes listing weight and height for six months are required.
  11. Chrismas allowance is limited to $150 per year and is only available to applicants over the age of 18. A list of items to be purchased with the funds must be submitted.
  12. Requests for home repairs must provide proof of ownership and two estimates.
  13. Requests for vehicle repairs must provide proof of ownership and two estimates.
  14. Requests for computers (including hardware and software) and electronic tablets will be based on the need of the consumer. There must be two estimates included with the application. The applicant must be 12 years of age.

To apply for funds through the West Virginia Family Support Program, you must fill out a West Virginia State Family Support Application at one of our facilities.

ALL APPLICATIONS ARE FUNDED BASED ON THE AVAILABILITY OF FUNDS. CHECKS FOR NON-EMERGENCY ITEMS WILL BE WRITTEN AFTER THE RECEIPT OF FUNDS FROM THE BUREAU OF BEHAVIORAL HEALTH WHICH MAY TAKE UP TO SIX WEEKS OR LONGER.
